Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the direct supervision of the Sub Regional Project Team Leader for the Western Balkans and under the overall supervision of the Head of Office (HoO) of IOM North Macedonia, and in close coordination with all relevant Units of the Country Office (CO) and the relevant IOM IBM RTSs in Brussels and Vienna, the successful candidate will assist in the implementation of the sub-regional project “Western Balkans Readmission Capacity Building Facility (WBCAP)”, funded by the Ministry of Foreign Affairs of Denmark, in line with IOM policies and procedures and donor requirements.
Core Functions / Responsibilities:
- Assist in the implementation of the regional project, in line with project documents, donor requirements and IOM policies and procedures, including PRIMA (Project Information and Management Application), and in coordination with IOM COs and offices in the sub-region.
- Assist in the establishment of the relevant implementation and steering mechanisms of the WBCAP Facility, including work-flow and decision-making processes, project templates, and implementation plans.
- Assist in establishing and maintaining effective work relations with the donor, partner organizations, government partners, the media and relevant IOM IBM RTSs in Brussels and Vienna.
- Monitor spending and implementation progress (burn-rate, results and activities) against project budget and workplan and coordinate any needed revision in accordance with IOM policies and procedures.
- In collaboration with the RMO, and by using IOM corporate tools such as PRIMA and PRISM, monitor performance versus budget to ensure against budget overruns
- Assist in coordinating monitoring, reporting and evaluation activities: ensure the collection and consolidation of inputs from participating IOM COs and partners; prepare high quality donor reports; coordinate and undertake monitoring and evaluation visits, in accordance with IOM policies and procedures.
- Coordinate and ensure visibility activities are carried out in respect of the donor visibility rules and requirements.
- Ensure thematic support to the team of National Project Coordinators of the implementing COs (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia and Kosovo*).
- Support National Project Coordinators in all operational aspects of project development, review and endorsement, implementation, monitoring, evaluation and reporting under the WBCAP Facility, according to IOM Project Handbook as well as other relevant IOM policies and procedures, including PRIMA.
- Ensure effective and efficient information and knowledge-sharing as well as appropriate coordination between the different migration management projects related to return and readmission across the Western Balkans.
- Assist in the implementation of national project activities, including providing assistance in the organisation of meetings with National Project Coordinators and, as required, the relevant financial and administrative units, as well as the relevant financial and administrative units as well as the Project Development and Monitoring and Evaluation (M&E) Focal Points
- Support the effective implementation of the IOM’s migration management programming at the highest level of quality and standards, adhering to IOM and donor guidelines and requirements, and facilitating enhanced service and project delivery.
- Support current and future programming on return and readmission in-country and with a wider scope as necessary, first and foremost with government and donor interlocutors.
- Participate in meetings, working groups, seminars, conferences and other events in the IOM programmatic context, in particular in the fields of return and readmission.
- Liaise with stakeholders on issues related to return and re-admission.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- University degree in International Law, Migration Studies, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with three years of relevant professional experience; or
Secondary/High School degree D with 5 years of relevant professional experience.
Experience
- Professional experience in implementation of internationally-funded programs in the area of migration, return and readmission, international cooperation and capacity-building activities;
- Experience in leading and coordinating activities related to migration management, including return and readmission;
- Excellent knowledge of migration policy and actors in the region;
- Excellent knowledge of European and international standards and rights related to the return and readmission of migrants is highly desirable;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
- Thorough knowledge of the IOM project cycle, including project management, programme support modalities and administrative systems and rules is an asset;
- Knowledge of UN and bilateral donor programming;
- Working experience and knowledge of IOM rules and procedures;
- Familiarity with IOM corporate tools and systems, such as PRIMA and PRISM, is an advantage;
- Familiarity with financial and business administration;
- Computer/software literate with advanced knowledge of Microsoft Office.
Languages
Full professional proficiency in English and Macedonian language

The appointment is subject to funding confirmation.
