A new way of governing migration: from fortress to foresight

What if instead of acting reactively, we could have a more proactive approach to migration management? What does it mean to institutionalise the foresight approach in the migration context? These  are  the  questions  that  UNHCR,  IOM,  UNFPA, and the think tank Demos Helsinki decided to venture into in 2022 with the support of the RC Office and  the  government  of North Macedonia.
